APPLICATION NO: 22/00382/MOR

DEVELOPMENT: Pre-application for conversion and change of use to hotel (Class C1)
Observations:
I refer to your consultation dated 10th March 2022 regarding the above pre-planning application enquiry for the conversion of the above building into a hotel.
From a Transport perspective the principle of the conversion is supported. The property is essentially located within the City Centre which provides a range of car parks and travel choices for visitors and staff alike. A car free development is entirely appropriate in this location.
Any subsequent application should include details of proposed servicing arrangements, for both deliveries and refuse collection.
The building fronts on to Catherine Street where parking is provided on one side of the street, subject to pay and display, but double yellow lines exist on the other. This essentially reduces the road to a single width, when cars are parked. Loading/unloading may interfere with the free flow of traffic, hence the need for details to be submitted.
Although, due to the size of the proposed hotel, there are unlikely to be more than 25 staff employed (referencing the City Council Validation requirements) a Travel Plan Statement would still be required. This should include details of staff cycle storage and promote the sustainable travel options for staff and guests.
I would be happy to view any plans should the applicant so wish but there are unlikely to be any objections from the Highway Authority for a small hotel in this location.
