COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed 'Change of Use' of Unit 2 from industrial/storage (Classes B2/B8), to include provision of research and development (Sui Generis) and installation of four emission stacks.
The application follows a pre-application enquiry to which the LHA raise no in principle concerns, seeking that any full application demonstrate how the development accords with the Councils SPD aims. In which regard the application is accompanied by a Transport Statement (TS) that considers the associated transport and highway impacts of the proposal including, vehicle trips, parking demand, provisions for car and cycle parking, and electric vehicle charging points. All of which are to be accommodated in accordance with the details and provisions as set out in the Councils SPD, the TS, and as shown on application drawing titled and numbered - Block Plan - BM12840-005 REV A. To provide ten car parking spaces that includes one disability space positioned close to the entrance. Creating one additional car parking space at the site (it is incidentally noted that Units 1 & 2 are both under the control of the applicant, which would currently allow the use of the two car parking areas to be balanced out over both units depending on demand).
Accordingly, for the ten car parking spaces, three Electric Vehicle (EV) charging points would be provided, along with six spaces having passive wiring to enable future charging points to be added. Along with three cycle parking spaces to meet the Councils SPD minimum number.
Cycle parking shall be provided in accordance with the Councils SPD (par 8.29) intends that all cycle parking incorporated into new developments should meet the following criteria being: - secure; convenient; clearly visible; well signed; well lit; easily accessible; step free and preferably covered in accordance with the minimum standards (in this case three cycle parking spaces). Any deviation from these criteria and standards must be explicitly justified. For staff (par 8.35), cycle parking should be located within the main building. If this is not possible then it should be located close to the entrances and closer than any corresponding car parking (in accordance with the criteria set out above). Employers should also provide lockers for personal belongings, showers, and changing facilities.
SUMMARY:
The LHA would not wish to raise any objections in principle to the proposed change in the use in accordance with the application details where submitted recommending the following planning conditions are included in any planning permission: -
CYCLE PROVISION
The Change of Use shall not be implemented until space has been laid out within the building or site for a minimum of three bicycles to be parked in a secure and covered area in accordance with the requirements set out in the Councils Supplementary Planning Document. The secure area for storing bicycles shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
PROVISION OF PARKING AREA
Each of the ten in number car parking spaces along with the one in number lorry parking space shown on the approved Block Plan - BM12840-005 REV A shall be marked out and made available for use before the Change of Use is implemented at Unit 2 and thereafter that space shall not be used for any purpose other than the parking of those vehicles.
Reason:
To enable associated vehicles used staff and visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
PROVISION OF ELECTRIC VEHICLE CHARGING POINTS
() To assist lower carbon emissions electric car charging points are required and shall be provided in accordance with the further details set out as a minimum requirement in the Councils Supplementary Planning Document (SPD) for a minimum of three in number Electric Vehicle (EV) charging points shown on the approved Block Plan - BM12840-005 REV A along with six further parking spaces to be passively wired to enable future charging points to be added.
Reason
To assist in the lowering the carbon footprint of the development in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.

Thank you for consulting Economic Development (ED) on this Planning Application. ED has developed a strong relationship with the company that has put forward the application, and we are very supportive of the proposals.The proposed change of use will bring with it a myriad of economic benefits for the local area including the creation of new high value jobs in a very technical area of work. High value jobs and productivity growth is a key pillar of the emerging economic strategy for the city and the proposed application aligns significantly with this. ED is already supporting the company to engage with local training providers and educational institutes to support its desire to recruit from the local talent pool.
Outside of the direct employment benefits, the company is also looking to develop local supply chains where feasible which will multiply the impact that the business will have on the Plymouth economy.
Additionally, through its activities, the business will serve a pivotal role in the UK's ambitious carbon reduction goals as we move away from being an oil-based economy.
