Highway Authority Consultation Response to a Planning Application
APPLICATION NO: 24/01336/FUL
SITE: LAND AT 802 WOLSELEY ROAD, PLYMOUTH
DEVELOPMENT: Proposed development of 3 dwellings and associated works
Observations:
Further to my previous highway consultation reply dated the 15th January 2025, many of the concerns raised previously have now been addressed and consequently I am now able to recommend in support of this application from a LHA viewpoint.
It is noted that an informal vehicular turning area has now been provided outside Plot 3 which would provide sufficient space in order to allow a vehicle to turn. However, it should be noted that the turning area would not allow for the turning of any vehicles larger than a car (refuse vehicles etc). Larger vehicles such as vans etc would therefore also have to utilise part of the driveway serving Plot 3 in order to turn around within the site.
With regards to refuse provision, it is expected that collections would take place from Wolseley Road itself rather than within the site.
Whilst a point overlooked in my previous highway consultation response, the applicant will need to ensure that the western-most of the 3 garages/stores accessed off the southern side of the access road has a minimum of 6m reversing space so that vehicles can enter and exit the garage/store without any difficulties. If further space was required then this could be achieved through a slight widening of the access road serving the site along the frontage of the garages/stores.
Finally, in respect of the site access off Wolseley Road a plan has now been produced which indicates that a visibility splay of 34.9m to the east can be achieved for vehicles emerging from the access (measured to the centreline of the carriageway). To the west, a splay of 18.2m can be obtained. Although the splay to the west is below standard, the presence of on-street car parking along this section of Wolseley Road effectively reduces the width of the road to 1 vehicle which, in turn, helps to reduce traffic speeds.
Based upon a traffic speed of 20mph, a Sight Stopping Distance (SSD) of between 22 and 25 m would be required which is only just below the achievable splay of 18.2m. It is also noted that this is an existing vehicular entrance although noted that the proposal will lead to a slight increase in use.
As mentioned above, I would not wish to raise any objections to this application although I would recommend that the following conditions are attached to any grant of consent.
Recommendation:
The Highway Authority recommends that the following conditions should be incorporated into any grant of planning permission:-
TN03 ACCESS (CONTRACTORS)
Before any other works are commenced, an adequate road access for contractors with a proper standard of visibility shall be formed to the satisfaction of the Local Planning Authority and connected to the adjacent highway in a position and a manner to be agreed with the Local Planning Authority.
Reason:
To ensure an adequate road access at an early stage in the development in the interests of public safety, convenience and amenity in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
TN06 DETAILS OF NEW JUNCTION
No development shall take place until details of the junction between the proposed service road and the highway have been approved in writing by the Local Planning Authority; and the none of the units hereby proposed shall be occupied until that junction has been constructed in accordance with the approved details.
Reason:
To ensure that an appropriate and safe access is provided in the interests of public safety, convenience and amenity in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
TN04 ACCESS CONSTRUCTION BEFORE OCCUPATION
None of the residential units hereby proposed shall be occupied until a means of vehicular access has been constructed in accordance with the approved plans.
Reason:
To ensure that an appropriate and safe access is provided in the interests of public safety, convenience and amenity in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
TN11 DRIVEWAY GRADIENT
The driveway to the dwellings hereby permitted shall not be steeper than 1 in 10 at any point.
Reason:
To ensure that safe and usable off street parking facilities are provided in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
TN20 PROVISION OF PARKING AREA
Each parking space shown on the approved plans shall be constructed, drained, surfaced and made available for use before the unit of accommodation that it serves is first occupied and thereafter that space shall not be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
CONSTRUCTION TRAFFIC MANAGEMENT PLAN
The development works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Construction Traffic Management Plan (CTMP). The said CTMP shall be submitted prior to the commencement of the development works and shall include details relating to the detailed programme of works, details of construction vehicle movements including number, type and size of vehicles; construction operation hours; routes being used by construction vehicles and contractors parking arrangements and highway dilapidation survey. The development works hereby proposed shall be carried out strictly in accordance with the approved CTMP.
Reason:
To ensure that the traffic impacts associated with the construction phase of the development does not lead to adverse impacts upon the operation of the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
IN14 INFORMATIVE: PUBLIC HIGHWAY APPROVAL
This planning permission does not authorise the applicant to carry out works within the publicly maintained highway. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority and an appropriate Permit must be obtained before works commence.
