COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed construction of several small outbuildings to host activities associated with the alternative use of the Bowling Pavilion in Victoria Park. Including, a revised planting plan, and alterations to the existing building to include new windows and an extension. With the principal of the proposed children's nursery and associated community group uses having been properly considered and approved under the previous associated planning consent number 18/00918/FUL.

To which the LHA raised no objection recommending planning conditions to help mitigate and manage car parking and to provide cycle parking, with those conditions being reiterated.

SUMMARY:
The LHA recommend the previous planning conditions of application 18/00918/FUL are again included in any planning consent: -

() CONDITION: CAR PARKING MANAGEMENT STRATEGY (PRE-OCCUPATION)
The development hereby approved shall not be brought into use until a satisfactory Car Parking Management Strategy has been submitted (as was for consent 18/00918/FUL). From the date of the occupation of the premises the applicant shall operate in accordance with the approved Car Parking Management Strategy, which will remain in situ unless alterations are approved in writing by the Local Planning Authority.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Joint Local Plan and the National Planning Policy Framework 2019


() CONDITION: CYCLE PROVISION (PRE-OCCUPATION)
The development hereby approved shall not be brought into use until Cycle storage provision to securely park/store four (4) bicycles has been provided; and laid out within the site in accordance with the approved plan.'The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
To promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Joint Local Plan and the National Planning Policy Framework 2019.
