Amended Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 23/01404/REM

SITE: PLYMSTOCK QUARRY, THE RIDE, PLYMSTOCK, PLYMOUTH

DEVELOPMENT: Reserved Matters application further to outline consent 07/01094/OUT for residential development of 223 dwellings (including 39 affordable homes) and associated landscaping and infrastructure


Observations:

I have now reviewed the revised plans and documents and would wish to say that a number of improvements have been made, particularly in relation to the design/layout of the shared surface streets within the centre of the site. However, there are still a few layout points that need to be addressed although I am content that these could be addressed at the Section 38 Agreement stage:

' In order to reduce traffic speeds, I would still like to see the introduction of a raised table outside Plots 193/194. Consideration should also be given to the introduction of a calming feature outside Plot 184 to highlight to motorists that they are leaving Main Street and entering an area where traffic speeds are expected to be lower. The same comment also applies outside Plots 1 and 223.

' Noted that the alignment of the echelon spaces have now changed so that vehicles reverse in and drive out in a forward gear.

' My previous comment regarding the pedestrian linkages into the shared surface street from the local street (adjacent to Plots 126 and 161) still haven't been addressed. This comment will need to be addressed at the Section 38 Agreement stage.

' The random bollard outside Plot 60 still remains. This needs to be removed.

' Noted that the internal dimensions of garages have now all been increased and where the garages are unable to accommodate cycle parking that external cycle stores/sheds have been provided.

In respect of numbers of cycle parking spaces, it is the view of the LHA that a standard of a minimum of 1 space per unit is acceptable for 1-2 bed units, with an increased provision of 2 spaces being necessary for those units with 3 beds or more. Applying this standard requires a minimum of

' Part of the turning area on the private drive serving Plots 216-219 is outside the red line boundary of the application. This needs to be addressed.

' I would reiterate the need for a combined off-road footway/cycleway on the southern side of Main Street.

' With the removal of the footpaths (which I may add is fully supported by the LHA), a suitable location will need to be determined for the location/running of underground services within the shared surface streets being offered for adoption.

Recommendation:

The LHA recommends that the following conditions be incorporated into any grant of planning permission:

TN01 STREET DETAILS
No development shall take place until details of the design, layout, levels, gradients, materials and method of construction and drainage of all roads and footways forming part of the development have been submitted to and approved in writing by the Local Planning Authority. No dwelling shall be occupied until that part of the service road which provides access to it has been constructed in accordance with the approved details.

Reason:
To provide a road and footpath pattern that secures a safe and convenient environment and to a satisfactory standard in accordance with Policy DEV 29 of the Plymouth and South West Devon JLP 2019.

HIGHWAY DILAPIDATION SURVEY
No works shall commence on-site until the applicant has undertaken a highway dilapidation survey in consultation with the Local Highway Authority which shall have been submitted to and been approved in writing by the Local Planning Authority. The survey shall assess the existing condition of all highway infrastructure which will be impacted upon through the construction activities associated with the development hereby approved. This shall include routes to and from the site being used by construction traffic.

Reason: To ensure that any damage to the existing highway infrastructure arising from the construction of the proposed development is properly recorded and addressed by the developer on completion of the works in the interests of the safety of all users of the highway in accordance with Policy DEV29 of the Plymouth & South West Devon Joint Local Plan 2014-2034.

TN20 PROVISION OF PARKING
Each parking space shown on the approved plans shall be constructed, drained, surfaced and made available for use before the unit of accommodation that it serves is first occupied and thereafter that space shall not be used for any purpose other than the parking of vehicles.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

PROVISION OF ELECTRIC VEHICLE CHARGING POINTS
To assist lower carbon emissions electric car charging points are required to be provided in accordance with the details set-out as minimum requirements in the Councils Supplementary Planning Document (SPD) and contained in the GOV.UK document, Residential Charge Points - Minimum Technical Specifications. Further details of which to be submitted for approval in writing by the Local Planning Authority.

Reason
To assist in the lowering the carbon footprint of the development in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.

TN22 CYCLE PROVISION (MINIMUM PROVISION)
No dwelling/unit of accommodation shall be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 315 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

RESIDENTIAL TRAVEL PLAN ' PRE COMMENCEMENT
The development hereby permitted shall not be occupied until a Residential Travel Plan (RTP) has been submitted to and approved in writing by the Local Planning Authority. The RTP shall seek to encourage residents and visitors to use modes of transport other than the private car to get to and from the site. It shall also include details of the measures/initiatives that will be implemented in order to secure the modal shift targets, an agreed arrangement for monitoring the use of provisions available through the operation of the Travel Plan; and the name, position and contact telephone number of the person responsible for its implementation. From the date of occupation the developer shall operate the approved Residential Travel Plan. The applicant should contact the Sustainable Transport Team within Strategic Planning and Infrastructure for site-specific advice prior to preparing the Travel Plan.

Reason:
The Local Planning Authority considers that such measures need to be taken in order to reduce reliance on the use of private cars (particularly single occupancy journeys) and to assist in the promotion of more sustainable travel choices in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

CONSTRUCTION TRAFFIC MANAGEMENT PLAN
The development works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Construction Traffic Management Plan (CTMP). The said CTMP shall be submitted prior to the commencement of the development works and shall include details relating to the detailed programme of works, details of construction vehicle movements including number, type and size of vehicles; construction operation hours; routes being used by construction vehicles and contractors parking arrangements. The development works hereby proposed shall be carried out strictly in accordance with the approved CTMP.

Reason:
To ensure that the traffic impacts associated with the construction phase of the works does not lead to adverse impacts upon the operation of the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

CAR PARKING MANAGEMENT STRATEGY
No part of the development hereby proposed shall be occupied until the applicant has submitted to the Local Planning Authority for approval a Car Parking Management Strategy. The said Strategy will provide details relating to the allocation of parking for each use on the site, measures relating to the control/use of all spaces to allow the sharing of spaces and the associated method of enforcement. From the date of the occupation of any unit within the development the applicant shall operate the approved Car Parking Management Strategy.

Reason:
To ensure that the use of all car parking spaces within the development are properly managed and thereby ensure that each of the uses within the building are adequately served in terms of off-street car parking provision in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

IN15 INFORMATIVE: ROADWORKS
Any of the roadworks included in the application for adoption as highways maintainable at public expense will require further approval of the highway engineering details prior to inclusion in an Agreement under Section 38 of the Highways Act 1980. The applicant should contact Plymouth Highways for the necessary approval.

IN19 INFORMATIVE: TRAVEL PLAN
The document required in connection with the relevant travel plan condition should be based upon the Council's Travel Plan Guide for Developments in Plymouth published on the Council's website.
