The Local Highway Authority would not wish to raise any in-principal objections in relation to this development enquiry which proposes the change of use from 4 bedroom dwelling house to 6 bed HMO.In line with council policy, the car parking demand associated with a 4 bedroom properly is 3 car parking spaces. Similarly, the car parking demand generated by a 6 bedroom HMO is also 3 car parking spaces. Therefore it's fair to assume the car parking demand is similar.
However, on the basis no car parking is provided, the applicant should be made aware the Local Highway Authority would expect to see a minimum of 6 secure and well lit cycle parking spaces made available for potential residents.
Additionally, the site falls within a local controlled parking zone which is in operation from Monday to Sunday for 24 hours per day. The applicant should be made aware that following this redevelopment it is likely the site will be excluded from the local controlled parking zone and will therefore be unable to obtain resident and visitor parking permits.

As there are few details submitted as part of the application it is difficult to comment. If the proposed HMO is to be occupied by more than 4 unrelated people then a HMO licence will be required.Details of the requirements for the conversion can be viewed on Plymouth City Council web pages.
