Thank you for contacting Plymouth's Public Health Team regarding this application.A Hot Food Takeaway in this location is not acceptable on public health grounds. Hot Food Takeaways are known to offer food that is traditionally high in fats, salt, sugar and carbohydrates and as such these types of foods do not promote healthy eating. As such they are they conducive to creating a healthy food environment.
Policy DEV6 in the Joint Local Plan (JLP) focusses on hot food takeaways in Plymouth. It states, 'The LPAs within the Plymouth Policy Area will resist proposals to provide new hot food takeaways within a 400 metre radius of providers of secondary education to protect the school's food environment.'
This supports the Council's intention to (1) protect the food environment around schools and (2) encourage healthy lifestyles through health eating amongst the Plymouth population.
This application site does not fall within 400m of a secondary education provider but it is outside of the local district centre as described in the JLP.
Policy DEV18.5 states 'proposals for drinking establishments (Use Class A4), hot food take aways (Use Class A5), betting shops, pay day loan premises and amusement arcades, when considered individually or cumulatively, will not be permitted where they result in:
i. Unacceptable levels of noise, smell, litter, disturbance, or otherwise detrimental impacts to the role and function of the area or centre and residential amenity.
ii. Unacceptable traffic and parking problems.
iii. Detrimental impact on the character and appearance of the area.'
Advisory
Due to the issues that can sometimes be caused by hot food takeaways (litter, noise, odour, anti-social behaviour and parking problems) public health would recommend this application be refused due to its location in a residential setting with no commercial uses nearby.
