The proposed alterations to the property will not only increase the size of accommodation/number of bedrooms, it will also lead to the loss of the existing garage therefore leading to a reduction in off-road car parking.

Based upon the car parking standards included within the JLP SPD, 2 off-street car parking spaces would be required to serve a property of this size (although an argument could be made for this to be increased to 3). Therefore unless the applicant can confirm that a minimum of 2 off-street car parking spaces (of the required dimensions) will remain to serve the property following the loss of the garage, then I would have to recommend this application for refusal for the following reason:

Loss of Car Parking
The proposed development will result in the loss of existing off-street car parking provision serving 28 Southwell Road. This is likely to lead to vehicles associated with the property having to park on the public highway resulting in interference with the free flow of traffic on the highway and giving rise to conditions likely to be detrimental to public and highway safety which is contrary to the adopted guidance contained within the Supplementary Planning Document (July 2020) and Policy DEV29 of the Plymouth and South West Devon JLP (March 2019).
