APPLICATION NO: 21/02022/FUL

DEVELOPMENT: Annex in rear garden to accommodate living of elderly parents


Observations:

I refer to your consultation dated 22nd December 2021 regarding the above planning application for the erection of an annexe in the garden of the above property. I have no objections to the proposal.

The applicant has submitted information regarding the intended occupation of the annexe, by elderly parents, and it is accepted that the use will be ancillary to the main donor dwelling. Although not physically connected to the main dwelling it will only be used by a family member(s) and does not have independent access or any parking, which would normally be required when considering an application for a stand-alone dwelling.

Therefore, providing that the use of the annexe is only ancillary to the main dwelling there are no objections. It is therefore appropriate to condition this.

Recommendation:

The Highway Authority recommends that the following condition is attached to the granting of planning permission.


US04 - RESIDENTIAL ANNEXE
The annexe hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 21 Colston Close.

Reason:
Due to the close relationship between the proposed annexe and the existing dwelling and shared access and amenity areas, the accommodation is considered unsuitable for independent occupation. in accordance with Policy DEV29 of the Plymouth and South West Devon Joint Local Plan, Adopted March 2019.
