COMMENTS:
The Local Highway Authority would not wish to raise any objections in principal to the discharge of Planning Condition 3 of application 16/02033/FUL in respect of the details so far submitted.
Details that appertain to the re-development of the redundant Whitleigh Community Centre site at, Whitleigh Green. The re-development comprises of the construction of twenty-one in number one and two-bedroom apartments, along with four in number, four-bedroom houses, and two in number two-bedroom houses. With associated access arrangements, drainage, landscaping, and car parking, granted under conditional planning consent number 16/02033/FUL.
Planning Condition 3, requires Further Details:- 'The development hereby approved shall not proceed past the DPC stage until details of the following aspects of the development have been submitted to and approved in writing by the Local Planning Authority, viz: Street construction, surfacing, drainage, and lighting details; Technical Approval in Principal (AIP) details for the highway retaining wall in accordance with DMRB, DB 2/12, including, the structural design and loading calculations, and Design and Check Certification. The works shall conform to the approved details'...
Due to the unusual situation of the brown field site, in terms of access the development has a number of peculiarities, but consideration and weight was afforded in view of the previous public use and access. Although it had been established at an early time that the access road would remain a private road, because for a number of reasons it would be unable to meet adoptable standards. As well as being reliant on a substantial reinforced concrete retaining wall for support, for which the usual required commuted sum payment was unavailable. Although the constructions specifications shown in the submitted details are considered satisfactory for a private road (although incidentally, that does not necessarily mean it would altogether meet adoptable standards).
Referring to the associated Planning Condition 3, and the submitted details, would suggest there seem to be two elements outstanding from the submitted details, namely, Street Lighting, and the signed off AIP structural certification for the retaining wall.
SUMMARY:
The further details so far submitted are considered satisfactory.
