COMMENTS:
Referring to the application details contained in the Planning Statement, the Local Highway Authority (LHA) would not wish to raise any objections in principal to this retrospective Change of Use of part of the car park from "end of life vehicle centre", to use for storage and distribution (Use Class B8).
Although, in this case arguably, sub-dividing and introducing another independent use on part of the existing parking area, apparently for storage and parking as part of a vehicle maintenance depot, may be considered as an intensification in the use of the site. However, the proposed retrospective changes would seem to be compatible to both the site, and industrial estate setting, where the associated vehicle traffic increase would likely be comparatively low.
Again referring to the application details, there are 20 existing car parking spaces which would be retained for parking purposes. In sub-dividing the plot both uses would need to ensure that car parking was retained, properly managed, and kept available for the parking of both staff and customers cars, in accordance with planning requirements and standards.
SUMMARY:
Therefore the LHA would not raise any objections in principal to planning permission being granted subject to the inclusion of the following planning condition:-
CAR PARKING PROVISION (amended)
The use herby approved shall (in accordance with the application details) retain a minimum of twenty (20) in number car parking spaces to be kept available at all times for the parking of vehicles belong to both staff and customers/visitors to the site. Also ensuring that space is kept available at all time to enable vehicles to turn within the site and enter and leave in forward gear. Those areas shall not thereafter be used for any purpose other than the parking and turning of vehicles.
Reason:
To enable vehicles used by staff or visitors to be parked and to turn off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
