APPLICATION NO: 22/00125/CDM

SITE: St Andrews Court, 12 St Andrew Street, Plymouth, PL1 2AH

DEVELOPMENT: Condition discharge: Conditions 3,4, 5, 7 & 8 of application 16/01354/FUL.


Observations:

I refer to your consultation dated 1st February 2022 regarding the above application to discharge conditions 3, 4, 5, 7 & 8 of the planning consent 16/01354/FUL. The conditions relate to:

3 ' Further Details (materials specification);
4 ' Waste Storage;
5 ' Landscaping;
7 ' Control of Odour; and
8 ' Control of Noise.

Conditions 3, 4, 7, and 8 are nor highway related and therefore will be dealt with by others.

With regard to condition 5 this relates to Landscaping, but in particular how this can be designed to ensure that no private surface water or loose material can deposit or flow onto the highway and also to prevent any loading taking place from Notte Street.

The submitted landscaping plans show the as-built situation where crossfalls run towards a drainage channel at the rear of the hardscaped area. This therefore ensures that no private surface water will flow on to the highway. As the area is hard paved no loose material will deposit.

Although the hardscaped area is open a signpost, in addition to the pedestrian crossing signal pole, will prevent vehicle access, other than perhaps in an emergency situation. Loading and unloading will therefore take place on the side roads as intended.

This is therefore acceptable and conforms to the requirements of the Highway Authority.

As such the condition can be discharged accordingly.

Recommendation:

The Highway Authority recommends that the following conditions can be discharged.
