PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR PLANNING APPLICATIONAPPLICATION SUMMARY
PLANNING APPLICATION: 22/00141/S73
ADDRESS: Transit Way, Plymouth, PL5 3TW
DESCRIPTION: Variation of conditions 2 and 3 of application 88/01317/FUL to enable use as a gym.
CASE OFFICER: Daniel Thorning (Planning Officer)
Development Management, PCC Strategic Planning & Infrastructure, Floor 2 Ballard House PL1 3BJ
CONSULTEE: Gary Lester (Transport Officer)
PCC Strategic Planning & Infrastructure, Transport Planning Team, Floor 2 Ballard House PL1 3BJ
DATE: 3rd March 2022
COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principal, to the 'Variation of conditions 2 and 3 of application 88/01317/FUL', to enable the use of the application site to change from Non-Food Retail, to a gym, for a Health and Fitness Club. Notably with the proposed gym use now falling with the same Use Class 'E' as the extant Non-Food Retail use.
Gyms, and Health and fitness facilities, generally give rise to a lower level of associated vehicle movements than would be expected from the Non-Food Retail use. With associated traffic peaks from a gym use generally being spread either side of the peak demand on the local road network, with many users going to the gym before or after work, perhaps as part of a linked or diverted trip, and also in the evenings.
SUMMARY:
The LHA has no objections in principal to the proposed change in the use from Non-Food Retail, to a Gym.
