COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principal to the proposed Removal/Variation of Planning Conditions: - 1: Approved Plans; and 3: Cycle Parking; of application 21/02121/FUL. For relatively minor alterations to the previous consent relating to cycle parking/storage, and the retention of garages and out-buildings.

The revised scope of works includes, the demolition of one double garage block to Pasley Street. To allow for a new gate to provide emergency vehicle access to the rear of the building, as part of the fire safety strategy. The proposed gates and sections of fencing will remain as previously approved. The remaining garage buildings, along with the existing storage units in the rear courtyard, will also remain in situ as existing. There is one existing storage unit for each flat, with each store having enough space for a number of bicycles. The retained storage units that would also provide Cycle Storage are shown on the revised plan drawing numbered and titled: - 200556 AP(9)02 B - Proposed Site Plan:

SUMMARY:
The LHA would not raise any objections in principal to planning permission being granted subject to the above comments and the retention of a cycle storage facility, and the inclusion of the following planning conditions:-

CYCLE PROVISION (amended)
The existing storage units in the ratio of one per flat shown on the revised plan drawing numbered and titled: - 200556 AP(9)02 B - Proposed Site Plan;
shall be retained to also so serve as and provide secure cycle storage. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be altered without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.


RESIDENTIAL TRAVEL PLAN (Amended)
() Following the reduction in off-street car parking at the site by the demolition of garages the flats shall thereafter be subject to and operate a Residential Travel Plan that has been submitted to and approved in writing by the Local Planning Authority. The said Travel Plan shall seek to encourage occupiers and visitors to use modes of transport other than the private car to get to and from the premises. It shall also include arrangements for monitoring the use of provisions available through the operation of the Travel Plan; identify targets for trip reduction and modal shift; consider practical methods to encourage modes of transport other than the private car; be maintained, up-dated, and submitted to the Council annually; provide the name, position, and contact telephone number of the person responsible for its implementation. The approved Residential Travel Plan shall remain in operation thereafter.

Reason:
The Local Planning Authority considers that such measures need to be taken in order to reduce reliance on the use of private cars (particularly single occupancy journeys) and to assist in the promotion of more sustainable travel choices in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019. The applicant should contact Plymouth Transport and Infrastructure for site-specific advice prior to preparing the Travel Plan.
