Saltram Meadow (Plymstock Quarry) HDT notes on proposed s106 DOV
In order to respond to the consultation request ref 22/00786/MDPO, I have referred back to the planning history of the site, which is summarised below:
Outline: 07/01094/OUT ' AH requirements:
Clawback Mechanism and phasing requirements are in Schedule 3.
AH dwelling mix is also outlined in Appendix 3.
2 AH levels set out in Sch 3:
1) Base AH Provision requires 17% (97no.) AH in Ph1, 17% (66no.) in Ph2 and 10.5% (45no.) in Ph3b and 3c.
2) Policy Ah Provision which is 25% in each phase i.e. 142no. in Ph1, 98no. in Ph2 and 181no. in Ph3.
HDT understands that Persimmon met the Residential Threshold within 3 years of commencement, so the previously approved Base AH Provision applies (see table below).
Tenure mix: 50% social rent and 50% intermediate AH in each phase
Clusters not exceeding 24 being no more than 12 social rent and 12 intermediate
20% M4(2) homes of which 233no. should be market homes and 104no. should be AH. Not affected by variation.
Clawback Review ' HDT understands that the viability review submitted by Persimmon has been assessed ' with no action resulting.
Dwelling mix originally approved is set out in the AH Baseplan below:


HDT position on variation proposal is that we are supportive in principle of Affordable Housing (AH) delivery better distributed into Ph 3, subject to securing acceptable terms in revised baseplan. Note that there was a deficit/remainder of 23 AH apartment units from phase 1 which needs to be corrected when the table is repopulated.
When considering proposals for phase 2, HDT felt it was undesirable to provide the Ph1 remainder (23 Ah units) and Ph2 40 AH units, making a total of 63 Affordable units delivered all as 1/2 bed apartments. Not only would this not meet a range of housing needs, but would form a large AH grouping too tightly clustered around the market square and school. Hence discussions have been pursued with Persimmon and Livewest regarding slipping some of the AH balance into Ph3.
The proposed variation would defer a balance of 39 AH units into phase 3 ' alongside the 45 AH units which were already in the baseplan.
In order to provide for a range of Housing need HDT considers that it is appropriate to add the balance of 39 Affordable dwellings in the same housing mix profile originally negotiated. The table supplied shows the adjustment suggested. HDT is keen to capture this in any DOV to ensure that we meet the broad range of housing needs originally intended.
Nb - It is particularly important that we target a broad range of AH delivery, when Affordable Housing is being delivered at below policy levels ' as in this case here at Plymstock Quarry.
HDT would welcome further discussions with Persimmon to establish if there is any scope to deliver some wheelchair housing units within the Affordable Housing mix in Phase 3 (for example through negotiations around the terms of the Balance Affordable Housing mix sent separately to the Planning Officer).
