This pre-application enquiry seeks advice on a proposed two-storey extension and alteration works at the above-mentioned address. The Highway Authority would not wish to raise any in-principle objections to the proposed development.The Site Plan as Proposed (drawing number Ext.06/2021/05-S1) details 4x policy compliant off-street parking spaces to serve the development which is in accordance with the requirements of the SPD. Additionally, space has been laid out within the site to allow for on-site turning which is a requirement triggered when access is taken from a classified road (Ham Drive).
EV charging infrastructure will be required in accordance with the levels and specifications as detailed within section 8 of the SPD and should be secured via condition with any future consent.
The proposals intend to relocate the vehicular access to the property but maintain the existing point of access for pedestrians only. The applicant will be obligated to remove the existing vehicular crossing and re-instate the footway with any grant of consent.
With regard to the new proposed vehicle access, whilst the applicant has detailed visibility splays on the submitted plan, the point of the splay would need to be set back 2 metres from the back of the footway on Ham Drive. There is a 1 metre wide verge to the frontage of the property before the start of the footway which, in this instance, could be incorporated into the splay. However, the start point would still need to be set back 1 metre into the site in order for adequate levels of visibility to be demonstrated. The applicant will need to evidence that sufficient levels of forward and inter visibility can be met with any formal planning application.
With regard to the new proposed vehicle crossing and dropped kerb, it should be noted that the maximum width permissible would be 4.8 metres and any crossing would need to have a 1 metre clearance from the lamp column on Ham Drive. Additional consent from Network Management would be required in order to implement the new crossing and associated dropped kerb.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
