The proposed alterations to the property not only lead to an increase in the size of the property (from 3 beds to 4), it also leads to the loss of the existing garage leading to a reduction in car parking. Through the removal of the garage , the property would only be served by 1 off-street car parking space (in the form of the driveway). Such a level of car parking is not considered sufficient to meet the car parking demands arising from a 4 bedroom property which is likely to lead to occupiers having to park on-street, thereby adding to existing kerbside car parking pressures within the area.

Therefore in view of the above I would have to recommend this application fir refusal for the following reason:

Loss of Car Parking
The proposed development will result in the loss of existing off-street car parking provision serving 36 Hirmandale Road. This is likely to lead to such vehicles having to park on the public highway resulting in interference with the free flow of traffic on the highway and giving rise to conditions likely to be detrimental to public and highway safety which is contrary to the adopted guidance contained within the Supplementary Planning Document (July 2020) and Policy DEV29 of the Plymouth and South West Devon JLP (March 2019).
