The application seeks to vary condition 1 (approved plans) of a previous consent relating to the construction of 2x 4-bed dwellings at the above-mentioned site (planning reference 21/01760/FUL). The Highway Authority would not wish to raise any in-principle objections to the proposed amendments.

There are proposed alterations to the site layout as formerly approved under application 21/01760/FUL, which includes the relocation and re-orientation of the garages that serve each of the new dwellings. Whilst this results in no material change to plot 2, the relocation and reorientation of the garage results in it being unsuitable to accommodate any off-street parking provision. This is due to the limited reversing space provided between the access to the garage and the edge of the far side of the access road (4.5 metres).

At a minimum, 5.5 metres of reversing space would be required in order for a car to suitably manoeuvre out of a parking space. The applicant might consider setting the garage back by 1 metre to allow the garage to contribute towards the parking provision at the property and to enable an EV charging point to be provided within the garage.

Notwithstanding this, there is still sufficient space to accommodate the required parking provision for each property and to allow vehicles to manoeuvre about the site. One standard electrical vehicle charging point per dwelling will be required, alongside the provision of a switch inside the property so that power to the charge point can be switched off.


It should continue to be noted that the 2x parallel parking spaces would need to be increased in width to 6 metres in order to facilitate functional parallel parking.

Planning conditions:
PROVISION OF PARKING AREA
Each parking space shown on the approved plans shall be constructed, drained, surfaced and made available for use before the unit of accommodation that it serves is first occupied and thereafter that space shall not be used for any purpose other than the parking of vehicles.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

ELECTRICAL VEHICLE CHARGING PROVISION
No dwelling shall be occupied until space has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority for the provision of 1 standard electrical vehicle dedicated charging point per dwelling. The electrical vehicle charging point shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote sustainable modes of transport in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

SERVICE ROADS
No dwelling shall be occupied until that part of the service road which provides access to it has been constructed in accordance with the approved plans.

Reason:
To ensure that an appropriate and safe access is provided in accordance with Policy DEV29 of the adopted Plymouth & South West Devon JLP 2019.

INFORMATIVE
The 2x parallel parking spaces proposed as part of the development would need to be increased in width to 6 metres in order to facilitate functional parallel parking.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
