APPLICATION NO: 22/01151/CDM
SITE: Former West Park Primary School, Wanstead Grove, Plymouth, PL5 2DY
DEVELOPMENT: Condition discharge: Conditions 3,4, 5 & 6 of application 21/01191/FUL.
Observations:
I refer to your consultation dated 6th July 2022 regarding the above application to discharge conditions 3, 4, 5& 6 of the planning consent 21/01191/FUL. The conditions relate to:
3 ' Highway Dilapidation Survey;
4 ' Biodiversity and landscaping;
5 ' Landscaping Management;
6 ' Birds and bats
Conditions 4, 5, and 6 are nor highway related and therefore will be dealt with by others.
With regard to condition 3 this requires submission of a highway survey to be submitted post consent and a second survey upon completion of the development.
A Highway Dilapidation Survey has been submitted and provides a record of the highway at this present time, noting that works have already occurred on the site over the past years. The submitted survey is accepted and suitable for a partial discharge of the condition, i.e submission post consent.
The second part of the condition will require a further survey and discussion with the Local Highway authority to review and make-good any highway defects within the survey area.
As such the condition can be partially discharged accordingly.

Recommendation:
The Highway Authority recommends that the following conditions can be discharged, in part.
