It would appear from the plans produced that the existing garage serving the property is to be removed? If this is the case then the applicant needs to demonstrate (through the submission of scale drawings) that a minimum of 2 off-street car parking spaces are retained. If such evidence cannot be provided then it is likely that the LHA will recommend this application for refusal on the basis of Loss of Parking.
