The streets in this residential area of the City are already very heavily parked, particularly during the evenings when residents return home from work.At present the property is currently served by 2 off-street car parking spaces in the form of a garage and driveway in front. However the proposed 2 storey side extension leads to the loss of the existing garage, leaving the property served by just 1 space whilst at the same time increasing its size/number of bedrooms.
In view of the reduction in car parking that would occur as a result of this proposal which would lead to further vehicles having to park on-street thereby adding to the existing kerbside parking pressures in the area, I would have to recommend this application for refusal for the following reason:
Loss of Car Parking
The proposed development will result in the loss of existing off-street car parking provision serving 28 Saltburn Road. This is likely to lead to vehicles associated with the property having to park on the public highway resulting in interference with the free flow of traffic on the highway and giving rise to conditions likely to be detrimental to public and highway safety which is contrary to the adopted guidance contained within the Supplementary Planning Document (July 2020) and Policy DEV29 of the Plymouth and South West Devon JLP (March 2019).
