This pre-application enquiry seeks advice on the proposed change of use of the ground floor of 3 Boringdon Road to communal space for guests as well as occasional use for induction briefings or training associated with the services provided by the nearby SeaRegs Training facility. The Highway Authority would not wish to raise any in-principle objections to the proposals.The Transport Note informs that the existing use of the property as a whole is a guest house associated with the adjacent public house (Clovelly Inn). The applicant intends to purchase the property and provide accommodation for customers attending training courses at the training facility within Turnchapel Wharf. At present, customers stay in hotel accommodation in Plymouth.
The Transport Note also states that customers staying at the property, and subsequently making use of the proposed communal area/training space on the ground floor, would make use of the business' allocated parking within Turnchapel Wharf. This suggests that the property would be an ancillary use to the main facility within Turnchapel Wharf and as such, the LHA would recommend that a planning condition be attached to any formal consent to restrict the use accordingly.
Incidentally, it is noted that the transport impacts associated with both the existing and proposed uses could be considered neutral due to the existing lack of off-street parking provision at the property and as there is no proposed increase to the number of bedrooms.
The LHA consider that the proposals could be seen as positively contributing to the reduction in the carbon footprint of the SeaRegs Training business, as customers would no longer need to travel to and from accommodation in Plymouth due to the provision of localised accommodation within walking distance.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
