The proposals seek to create an additional vehicle hardstanding and associated vehicle crossing and other works at the above-mentioned property. The Highway Authority would be unable to support the proposed development.As detailed within paragraph 13.89 of the SPD 'a property is only allowed to have one functioning domestic vehicle crossing, except in extenuating circumstances'. The property is already benefitted with an existing vehicular crossing and hardstand which provides off-street parking for 2x vehicles. An additional parking space could also be provided through the use of the garage.
There is no clear rationale behind the creation of an additional, separate hardstanding and dropped kerb, the provision of which could also be considered contrary to paragraph 13.79 of the SPD which states that as much of the original walling should be retained to ensure the appearance of the enclosure is preserved and to prevent full frontage crossings. Whilst the LHA wouldn't necessarily object to the provision of additional off-street parking at the property, the provision of an additional vehicle crossing is unjustified in this instance.
Additional consent would also be required from Network Management to facilitate the additional vehicular crossing who would also be unsupportive of the proposals due to an over-provision of accesses at the property.

Inappropriate vehicle access:
The proposal seeks to provide what may be considered as an over provision of vehicle access points to the application property which is contrary to Policy DEV29 of the adopted Plymouth and South West Devon Joint Local Plan adopted March 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
