This pre-application enquiry seeks advice on the proposed creation of an additional storey to expand the existing office use at the above-mentioned site. The Highway Authority would not wish to raise any in-principle objections to the proposed development.The property lies within a sustainable and accessible location, with the rail station and
city centre within walking distance which boasts good public transport links to the rest of the city and beyond, providing a range of opportunities for travel to and from the site via sustainable modes of transport. Furthermore, the property is located within a Controlled Parking Zone (CPZ) that is in operation for more than 6 hours per day, 6 days a week. It should be noted that the property will remain excluded from obtaining permits for use within the CPZ that is in operation on the surrounding streets. Parking restrictions in the form of double yellow lines are also enforced on the highway network surrounding the site (North Hill and North Road East).
Such conditions would allow the properties to be considered as car free in accordance with the SPD.
In addition, the property is benefitted with a level of off-street parking which could be utilised to satisfy any potential increase in parking demand arising as part of the proposed development.
Secure and covered cycle storage should be provided in accordance with the levels and standards as set out within section 8 of the SPD.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
