The proposed cabinet and mast would be located within what is not a widened section of footway but within a shared-use footway/cycleway.

As the proposed installation would result in a significant narrowing of a facility which is used by pedestrians and cyclists at the same time, I am concerned that this loss of width would lead to increased potential conflict between the two modes of travel, giving rise to highway safety concerns. Therefore I would have to recommend this application for refusal for the following reason:

Narrowing of the Shared Use Footway/Cycleway
The installation of the proposed mast and associated equipment would lead to the narrowing of the existing shared use footway/cycleway which runs alongside Budshead Road. The reduction in the width of this route is likely to lead to conflict between pedestrians and cyclists using this route which would give rise to conditions which are prejudicial to public safety and create an unwarranted hazard to both pedestrian and cycle movements within the vicinity of the proposed mast which is contrary Policy DEV29 of the Plymouth and South West Devon JLP (March 2019) and Paragraph 108 of the NPPF Feb 2019.
