Unless the applicant can demonstrate (through the submission of scale drawings) that 2 x car parking spaces of 4.8m in length by 2.4m in width can be provided on the retained driveway area, then I would have to recommend this application for refusal on the basis of Loss of Car Parking.

Loss of Car Parking
The proposed development will result in the loss of existing off-street car parking provision (in the form of the garage) serving 15 Broughton Close. This is likely to lead to vehicles associated with occupiers/visitors to the property having to park on the public highway resulting in interference with the free flow of traffic on the highway and giving rise to conditions likely to be detrimental to public and highway safety which is contrary to the adopted guidance contained within the Supplementary Planning Document (July 2020) and Policy DEV29 of the Plymouth and South West Devon JLP (March 2019).
