This pre-application enquiry seeks advice on the proposed change of use from former workshop to dwelling at the above-mentioned property. The Highway Authority would be unable to support the proposed development in its current form.Whilst the submission details inform that the new proposed dwelling would be afforded with 2x off-street parking spaces, it is noted that the parking spaces are existing and already allocated to and used by the donor dwelling. Therefore, the proposed development could be considered to be intensifying the use of the site whilst removing parking provision for the donor dwelling, which would not be acceptable to the LHA.
Any formal planning application would need to evidence that sufficient off-street parking provision is not only provided for the new dwelling, but also retained for the donor dwelling in order for a recommendation of approval to be given by the LHA. The parking provision should be provided in accordance with the levels and specifications as detailed within section 8 of the SPD.
EV charging and cycle storage provision will also be required in line with the requirements included within the SPD.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

The Natural Infrastructure Planning Team hold no objections to this development. We will require further details on bedroom number when the application is submitted to comply with HRA recreational impacts (and therefore calculate mitigation costs). Additionally we recommend provision of a Construction Environmental Management Plan (CEMP) to include adherence to CIRIA and Environment Agency Pollution Prevention Guidance (PPA) due to proximity to the marine environment.Please use the new Plymouth and South West Devon Joint Local Plan Supplementary Planning Document, Adopted July 2020 for guidance and bring any applications to the NI planning surgery if you have further questions
