Although the proposed 1-bed maisonette has no off-street car parking associated with it, it is likely that the former use of the site as a retail unit would have generated a demand for parking in its' own right. Therefore the net impacts in terms of car parking demand when comparing the existing and proposed uses are likely to be similar and as such I would not wish to raise any objections to this proposal from a highway viewpoint.
