The proposals seek to create an additional 4-bed flat and increase the size of the existing flat, alongside other associated works, at the above-mentioned property. The Highway Authority would not wish to raise any in-principle objections to the proposed development.

There is no off-street parking provision available at the property, however the site is located within a highly sustainable location and within walking distance to the city centre which boasts good public transport links to the rest of the city. In addition, the property is located within a Controlled Parking Zone (CPZ) which operates 24 hours a day, Monday to Sunday. Therefore, the proposed development is eligible to be considered as car-free. It should be noted that the property would be excluded from obtaining parking permits and visitor tickets for use within the CPZ should planning permission be granted and I would refer the applicant to the accompanying Parking Exclusion letter which confirms this.

The submission details inform that cycle storage will be provided within the courtyard to the levels as required within the SPD (1x space per bedroom; 8x spaces total). The storage provided should be secured, covered and conform to the specifications as detailed within section 8 of the SPD.

Planning conditions:
CYCLE PROVISION
The building shall not be occupied until space has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority for a minimum of 8x bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

INFORMATIVE: RESIDENT PARKING PERMIT SCHEME
The applicant should be made aware that the property lies within a resident parking scheme therefore in accordance with Council policy the development will be excluded from obtaining permits and purchasing visitor tickets for use within the scheme.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
