The new proposed parking area at the front of the property would be accessed from an entrance which would be within 10m of an existing highway junction (that being the junction of Smallack Drive with Grosvenor Road). On this basis I should be recommending this application for refusal as it would not be consistent with our dropped kerb guidelines.However I do appreciate that traffic movements along Smallack Drive are not likely to be considerable (in terms of numbers of movements) due to it being a cul-de-sac whilst the narrow width of the road immediately to the west of the application property means that traffic speeds are likely to be low. Therefore on balance I would not wish to raise any highway objections to this application and would recommend that Standing Advice is applied.
