PRE-APPLICATION COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any in principle objections to this Pre-application enquiry for the erection of a circa 2000sqm, 3 storey building. Which would be erected on the southeast side of the existing NHS, 'UHP Lighthouse Laboratory' building, on what is currently an unutilized part of the existing carpark area. With access being via the existing entrance and exit in Estover Road.

The proposed Aseptic Suite is understood to be for the manufacture of intravenous medication under controlled conditions in a sterile environment. With the application details informing that: - 'The building is planned to be a regional testing centre and as such will likely be used as multi shift building, with staff working an extended working day with a double shift pattern; with some of the process mechanical equipment required to run 24/7, and as such moving away from the standard working day scenario template for a building. The building layout and use is predominantly process driven with little non-functional space, the room accommodation set up is purely focused around the Isolator clean rooms and the required ancillary rooms for the staged entry/exit to these spaces and the support working zones'.

Any full planning application would need to demonstrate that adequate servicing and car parking would be retained and provided for both the existing use of the site (labs), and also for the proposed building for use as an Aseptic Suite. The Aseptic Suite process considered as a manufacturing process (Use Class B2), in referring to the Councils SPD would indicatively need, 1 car parking space per 51sqm of gross floor-space.

Provision for the charging of Electric Vehicles (EV) would also need to be provided in accordance with the guidance in the Councils SPD for parking at workplaces: - 'Staff parking provision for workplaces - A scheme to be produced detailing how at least 25 per cent of parking bays to be provided with dedicated freestanding weatherproof standard charging points. 50 per cent of all other spaces to be serviced with passive wiring to allow future charging point connection'.

Any associated additional traffic impacts are likely to be more evenly spread over the day given the need for, an extended working day, with double-shift working patterns, which would apparently also include a level of 24/7 staff cover.

The LHA are likely to seek a S106 Transport Contribution in accordance with the Councils current scale of charges.

SUMMARY:
All of the associated transport and highway impacts of the proposal including, Servicing, Traffic Movements, and Parking Demands, from both the existing and the proposed new building, would need to be demonstrated in a Transport Statement.
