This pre-application enquiry seeks advice on the proposed removal of the student-only restriction to allow the above-mentioned property to operate under a general residential use. The Highway Authority would not wish to raise any in-principle objections to the proposed development.

Whilst the removal of the student only use would result in an associated increase in parking demand, the property lies within a sustainable and accessible location, with the rail station and city centre within walking distance which boasts good public transport links to the rest of the city and beyond. The site is also located within close proximity to Plymouth University and there are a range of local amenities within walking distance, therefore resulting in a variety of opportunities for travel to and from the site via sustainable modes of transport. In addition, the property is located within a Controlled Parking Zone (CPZ) that is in operation between 10am and 5pm, Monday to Saturday. Such conditions would allow the property to be eligible for car free development. It should be noted that the properties will remain excluded from obtaining permits for use within this CPZ if planning permission were to be granted.

The property will still be benefitted with a parking area to the rear which can accommodate 10x cars and it would remain the responsibility of the applicant to manage these spaces.

Cycle storage provision will need to be increased in accordance with the new minimum requirements as detailed within the SPD; 1x space per bedroom. The cycle storage should be of high quality and be covered, secured, lit and easily accessible.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
