It would appear from the planning history documentation - that approvals have previously been granted for residential development in the upper floors of the building. This proposal relates to residential development of the lower floors. Taking a combined view of both - the residential conversion proposals now presented would not have triggered Affordable Housing provision thresholds - however it is suggested that some consideration be given to scope to achieve accessible housing provision (if possible within the listed building).
