DEVELOPMENT: Technical details Consent following grant of Permission In Principle (22/00254/PIP) for a detached self build dwelling with parking, replacement parking for 162 Dunstone View and site landscaping.
Observations:
I refer to your consultation dated 27th April 2023 regarding the above planning application for the construction of a dwelling at the above property.
I note a similar application, for approval of details was submitted and refused (22/01800/FUL). This current application has been submitted to address the reasons for refusal, which were not highway related.
Therefore the same Transport Consultation response, as provided for the previous application, is still relevant and is re-produced below.
I note that Permission in Principle has been granted for the proposed dwelling and as such this application regards the details only.
The main issue in highway terms relates to parking. The proposed dwelling will utilise an existing off-street parking area, accessed from Springfield Close to serve two car parking spaces. The existing dropped kerb vehicle crossover is shared with the neighbouring property and can only be 5.6m in length. Although the existing access serves a single space in front of a garage the area adjacent is also hard surfaced and could be used as a further parking space (it appears to have been used to store a caravan in the past).
Therefore using the existing crossover to serve the two proposed spaces is acceptable. It is not appropriate to drive over a footway with a full kerb height.
In accordance with the Local JLP SPD any new parking provision should contain provision for Electric Vehicle Charging. The new property should comply with this requirement. Secure and covered cycle storage should also be provided.
Due to the subsequent loss of parking for the main dwelling a new drive is proposed on to Dunstone View. Again a double space parking area is proposed and a footway crossover application must be made to the Local Highway Authority. The crossing must be 10m from the junction and 6m from any existing. This appears to be achievable.
Both parking areas should be surfaced and drained to prevent private surface water or loose material to flow or deposit on to the highway.
The proposed house can be constructed with no loss of parking to the existing property and is proposed in a suitable arrangement. Therefore, subject to conditions there are no objections.

Recommendation:
The Highway Authority recommend that the following conditions are attached to the granting of planning permission.
OTHER: ELECTRICAL VEHICLE CHARGING PROVISION
No dwelling shall be occupied until space has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority for the provision of a minimum of 1 standard electrical vehicle dedicated charging point. The electrical vehicle charging point shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason: In order to promote sustainable modes of transport in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
TN22 - CYCLE PROVISION
The new dwelling shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for at least one bicycle to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon Joint Local Plan, Adopted March 2019.
TN27 - SURFACING OF DRIVEWAY/PARKING AREAS - AMENDED
The parking area shall either be (a) constructed using a permeable construction or (b) hard paved and drained to a private soakaway; and shall thereafter be maintained to ensure satisfactory access to the adjoining highway, in accordance with details to be submitted to and approved in writing by the Local Planning Authority.
Reason:
To ensure that no private surface water or loose material is deposited onto the adjoining highway in the interests of highway safety in accordance with Policy DEV29 of the Plymouth and South West Devon Joint Local Plan, Adopted March 2019.

IN14 - INFORMATIVE: PUBLIC HIGHWAY APPROVAL
This planning permission does not authorise the applicant to carry out works within the publicly maintained highway. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority and an appropriate Permit must be obtained before works commence.
IN12 - INFORMATIVE: KERB LOWERING
Before the access[es] hereby approved are first brought into use it will be necessary to secure dropped kerbs [and footway crossings] with the consent of the Local Highway Authority. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority.
