The proposed mast is shown to be located within a well-used footway/cycleway and as a result of its' installation would reduce the width of the route from 3.4m to 2.4m.On the basis of the narrowing of the route that would occur were this application to be approved, I would have to recommend this application for refusal for the reason stated below:
Unacceptable Impact Upon Pedestrian/Cycle Route
The installation of the mast and associated equipment in the position as shown would result in a substantial reduction in the width of the existing shared footway/cycleway which runs alongside Plymbridge Lane. This reduction in available width is likely to result in pedestrians and cyclists coming into conflict with one another giving rise to conditions which are likely to be detrimental to public and highway safety which is contrary to the adopted guidance contained within the Supplementary Planning Document (July 2020) and Policy DEV29 of the Plymouth and South West Devon JLP (March 2019).
