The NI Planning Team are commenting on the discharge of condition 37 (Arboricultural Method Statement) ONLY, for Phase 13 of Seaton Neighbourhood development.

The following documents have been submitted in support of condition 37:
- Arboricultural Impact Assessment (AIA) (Feb 2022)
- Tree Protection Plan (Feb 2022)
- Tree Root Barrier Detail (Feb 2022)

Previous consent:
ARBORICULTURAL METHOD STATEMENT
(37) No development shall take place in any phase (except for development in phase 1) until an Arboricultural Method Statement detailing how trees are to be protected during construction in that phase has been submitted to and approved in writing by the Local Planning Authority. The statement shall include measures for protection [of trees] in the form of barriers to provide a 'construction exclusion zone' and ground protection in accordance with Section 6.1 of BS:5837:2012 Trees in relation to Design, Demolition and Construction - Recommendations. The measures contained in the approved statement for each phase shall be fully implemented and shall remain in place until construction work in that phase has ceased.
Reason: To ensure that the trees on site are protected during construction work in accordance with Policy CS18 of the Plymouth Local Development Framework Core Strategy (12) 2007 and Government advice contained in the NPPF.

Outcome:
The AIA submitted indicates the detailing of protection fencing (Appendix C and D), and the TPP indicates where fencing will be located, alongside the perimeters of the construction exclusion zone for trees to the east and south. With this information, we consider Condition 37 discharged.

In relation to the discharge of the conditions below, I would wish to comment as follows:

Cycle Parking Provision
I am content with the number of secure and covered cycle parking spaces (78 in total) which have been provided across the two blocks to serve both the residential and commercial units. However I would like some further clarification in respect of 15 space racks which are proposed in Blocks 1 and 2 as neither area seems to have a door to provide access which may suggest that these are 'open' areas? This needs to be confirmed as this would not constitute secure cycle parking (if it was an open cycle rack arrangement). Subject to this point being addressed I would then be happy for this condition to be discharged.

Car Parking Management Strategy
Having reviewed the submitted document, I would have no objections to this condition being discharged.
