This pre-application enquiry seeks advice on the proposed construction of 2x additional floors to provide HMO accommodation at the above-mentioned property. The Highway Authority would not wish to raise any in-principle objections to the proposed development.There is no off-street parking provision proposed to serve the new development, however the site is located within the core of the city and as such is well provided for by local facilities, car parking and transport connections. Therefore the development is eligible to be considered as car free, with those who travel by car needing to use Pay & Display on-street parking or the nearby public car parks.
Secure and covered cycle storage provision will be required as part of the development and should accommodate parking for 7x bicycles (1x space per 2x beds). The storage should be of good quality and be accessible, convenient, well lit, covered and secure in accordance with the requirements within section 8 of the SPD.
Full details on refuse storage and collection arrangements should be provided to support any future, formal planning application.
Due to the close proximity of the site to other residential and commercial units, a Code of Practice during construction will be required, with specific attention paid to deliveries and construction staff parking management. A Highway Dilapidation Survey will also be required to ensure any damage caused to the existing highway as a result of the construction activities is rectified by the applicant.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
