The proposed alterations/extension to the property not only increases its size from a 3-bed to 4-bed unit but (through the creation of the side extension) leads to the loss of the driveway to the side which provides existing off-road car parking.Therefore unless it can be clearly demonstrated through the submission of scale drawings, that a minimum of 2 car parking spaces of the required minimum dimensions (4.8m x 2.4m) can be provided with the alterations that are proposed, then I have no alternative but to recommend this application for refusal on the basis of the reason below:
Loss of Car Parking
The proposed development will result in the loss of existing off-street car parking provision serving 4 Powderham Road. This is likely to lead to vehicles of occupiers of the property having to park on the public highway resulting in interference with the free flow of traffic on the highway and giving rise to conditions likely to be detrimental to public and highway safety which is contrary to the adopted guidance contained within the Supplementary Planning Document (July 2020) and Policy DEV29 of the Plymouth and South West Devon JLP (March 2019).
