COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed 'Variation of Condition 1 (Approved Plans) for application 17/02163/REM, to amend the design of the two (2) dwellings.

The accompanying Design and Access Statement (DAS) informs that this current application is seeking an amendment to application 17/02163/REM, which is apparently considered to be lawful as a result of its commencement under applications 22/01562/CDC and 22/01972/AMD. In consideration of which, and in that this is a S73 application, the LHA would recommend that appropriate planning conditions be re-applied and/or included for: - construction management, car parking provision, and electric vehicle charging points.

SUMMARY:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed 'Variation of Condition 1 of application 17/02163/REM, recommending that the following Planning Conditions are included as part of any consent: -

CODE OF PRACTICE DURING CONSTRUCTION
() Prior to the commencement of the development hereby approved, a detailed management plan for the construction phase of the development shall be submitted to and approved in writing by the Local Planning Authority. The development shall be constructed in accordance with the management plan.

Reason:
To protect the residential and general amenity of the area from any harmfully polluting effects during construction works and avoid conflict with Policy CS22 of the Plymouth Local Development Framework Core Strategy (2006-2021) 2007. And Policy DEV31 of the emerging Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.


PROVISION OF PARKING AREA
() Each parking space shown on the approved plans shall be constructed, drained, surfaced and made available for use before the unit of accommodation that it serves is first occupied and thereafter that space shall not be used for any purpose other than the parking of vehicles.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.


PROVISION OF ELECTRIC VEHICLE CHARGING POINTS
() To assist lower carbon emissions electric car charging points are required to be provided prior to occupation in accordance with the details set-out as a minimum requirement in par 8.39 & Table 33 of the Councils Supplementary Planning Document. Two (2) in number Electric Vehicle (EV) Charging Points shall be provided, one (1) EV Charging Point for each dwelling.

Reason
To assist in the lowering the carbon footprint of the development in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
