The NI Planning Team have assessed the placement will not adversely affect any designations within the immediate area. Plans to cut the existing 15m high nearby tree must adhere to standards outlined in BS5837:2012. We consider loss of grass/relevant habitat negligible impact in this circumstance. Due to the presence of a central island and keep left bollard on Pemros Road, a cherrypicker parked in the location shown on the proposed site layout plan would effectively block the road whilst engaged in route maintenance or installation of the mast. This would give rise for cause for concern as the greatest impact that this would have would be in relation to bus movements along Pemros Road which forms an important part of our strategic public transport network.Therefore unless the proposed mast and associated equipment/cabinets can be relocated further to the south east (and away from the junction of Normandy Hill with Pemros Road) then the recommendation of the LHA is likely to be one of refusal due to the potential impacts that parked service/maintenance vehicles will have upon bus movements along Pemros Road for the reasons outlined above.
