Observations
The Housing Delivery Team (HDT) would like to make the following comments as planning consultee:

The Housing Delivery Team is supportive of residential development in the City Centre to diversify uses in this area. The proposals have taken account of accessible housing provision (Building Regs Part M level 2).

The site is located within the City Centre and forms part of an allocated site in the JLP under policy PLY7, which encourages residential development, as proposed here.

It is considered important that any planning application meets planning policies, including those for affordable and accessible housing (DEV 7 and 9 Meeting local housing need in the Plan Area) and space standards (DEV10 Delivering high quality housing).

The planning statement outlines the details of this proposal, demonstrating how it would meet Local policy requirements. The proposed residential quantum would be below the affordable housing provision threshold. The HDT are content that the proposed layout would make efficient use of the available space. The scheme would provide much needed accommodation, in an area of the City where residential development is encouraged. The proposals would not trigger the Affordable Housing requirements of JLP policy Dev 7.

Detailed guidance has been provided by the Community connections team regarding housing quality and safety standards.

Accessibility
There is a chronic shortage of accessible housing and many households who are in need of this type of accommodation wait far too long for suitable housing to become available. There is also an increasing focus on the provision of step down accommodation to facilitate hospital transfer. The Housing Delivery team welcomes the fact that these residential development proposals will include much needed accessible housing (albeit with wide stepped access to first floor level). The applicant has indicated that 2 of the proposed flats will be constructed to accessible/adaptable standards ' in accordance with Building Regs part M level 2.

This aspect of the proposals would exceed the requirements of Policy DEV9 (Meeting local housing need in the Plan Area) of the JLP. (20% of 9 dwellings is 1.8 accessible units). A planning condition is recommended in order to ensure that the full accessible/adaptable specification is constructed/provided for the accessible flat layout and thereafter retained for future residents. This is necessary to ensure the accessible flats can be used by households with accessible housing needs in the long term ' ie on first and subsequent occupation.

Summary
Subject to other planning considerations, for the reasons set out above the Housing Delivery team is supportive of these development proposals, subject to securing the accessible housing planning condition as recommended.
