Highway Authority Consultation Reply

APPLICATION NO: 23/00803/CDM

SITE: Plot 30, West Park, Wanstead Drive, West Park, Plymouth, PL5 2LU

DEVELOPMENT: Condition discharge: Condition 3 of application 20/01905/FUL.


Observations:

I refer to your consultation dated 9th June 2023 regarding the above application to discharge condition 3 of the planning consent 20/01905/FUL. The condition relates to:

3 ' Infrastructure works;

The relevant part of the above condition, in terms of highways, requires completion of Roads, junctions and footways to ensure that the dwelling is serviced appropriately.

Further requirements relate to Surface Water/Foul Drainage and Landscape/Boundary Treatments. The applicant has submitted details in relation to these other requirements and it is assumed that this will be reviewed by other appropriate officers accordingly.

With regard to the Highway aspect of the condition I have undertaken a site visit and noted that the roads, internal to the private estate, and the junction works on to Wanstead Grove itself have not yet been completed.

Any further works undertaken within the highway require appropriate permissions from the Local Highway Authority, prior to taking place. A scheme for the access arrangement was previously submitted and approved but only constructed in part.

As such it is not appropriate at this time to recommend in favour of discharging the condition.

Recommendation:

The Highway Authority recommends that the following condition cannot be fully discharged at this time.
