COMMENTS:
The Local Highway Authority (LHA) would comment as follows in respect of this application for the Discharge: Conditions 3, 4, 5, 6, 7, 8, 9 & 10 (of application 21/02060/FUL).
The subject Planning Conditions (of application 21/02060/FUL) are: -
3: Surface Water Drainage
4: Land Quality
5: Details of Boundary Treatment
6: Construction Traffic Management Plan
7: Street Details
8: Highway Dilapidation Survey
9: Construction Environment Management Plan
10: Lighting Details
With the transport and highway related impacts and associated Planning Conditions of this application being: - (6) Construction Traffic Management Plan ' (7) Street Details - And (8) Highway Dilapidation Survey.
A 'Construction Traffic Management Plan' (CTMP - Condition 6) has been submitted. But unfortunately it fails to acknowledge and take into account the associate traffic impacts on the two nearby schools, namely: - Longcause Community Special School, just to north, which is on the identified pass-by Haul Route; and Plympton St Maurice Primary School, & Child Care Centre, just to the south. Therefore currently the CTMP is considered unacceptable, as it fails needs to ensure that construction traffic movements including deliveries would not conflict and occur during the schools starting and finishing times.
In respect of the conditional 'Street Details' (Condition 7) for the street that would be constructed as, and remain, a private street, the details are shown on the associated drawing titled and numbered 'Proposed Site Plan' - 22052/01- Rev PL1; up-dated 5th June 2023. Notated on the drawing as a 'Private Shared-Access' Street, the street layout has been amended to now include a segregated pedestrian route along the north side of the street (which could also be used to provide a service route), along with areas that would provide defensible space along the south side of the street to assist with pedestrian safety in its use. Although it is recommended that the notated 'Ramp Transition' at the entrance to the development, is surfaced in a contrasting colour to that of the remainder of access road, to further assist pedestrian safety and encourage lower vehicle speeds.
Regarding the requirement for a Pre-Commencement 'Highway Dilapidation Survey' (Condition 8), information had been submitted separately in a Wi-transfer link, with 31 photographs being up-loaded as part of the current planning application. The applicant is advised as required by the condition to liaise with the Local Highway Authority, and contact the Councils 'Plymouth Highways' unit, to agree the condition of the local road network prior to any work starting.
It is incidentally noted that a revised plan has been submitted showing the boundary treatment.
SUMMARY:
Accordingly the LHA would not wish to raise any objections to the discharge of two of the associated transport and highway planning conditions only, namely Conditions, (7) Street Details, and (8) Highway Dilapidation Survey. It is recommended that the CTMP is revised to include that no construction traffic movements including deliveries may occur during the schools starting and finishing times. The following Informatives are recommended for inclusion:-
INFORMATIVE: Entrance Ramp
it is recommended that the notated 'Ramp Transition' at the entrance to the development, is surfaced in a contrasting colour/material to that of the remainder of access road, to further assist pedestrian safety and encourage lower vehicle speeds.
INFORMATIVE: Highway Dilapidation Survey
Regarding the 'Highway Dilapidation Survey', the applicant is advised (as required by the condition) to liaise with the Local Highway Authority and contact the Councils 'Plymouth Highways' unit, to agree the condition of the local road network prior to any work starting.
