I have now reviewed the information submitted with this pre-app and would wish to provide the following response on behalf of the LHA:The previous consent (19/00439/FUL) provided a total of 43 car parking spaces within the basement. Considering the sustainable location of the site, such a level of car parking was considered to be acceptable although it is acknowledged that such a number equates to a standard of just 0.29 spaces per unit. However, it is noted that the number of car parking spaces has now been further reduced to 32 (including 5 disabled spaces). This equates to a car parking standard of just 0.22 spaces per unit. The applicant should submit further evidence to justify why they consider such a level of car parking to be acceptable for a development of this scale and whether or not sufficient car parking capacity exists elsewhere within the City to absorb any additional demand.
The number of EV charging spaces within the basement car parking area seems to have been reduced with no explanation for this. To confirm, a minimum of 5 EV charging spaces should be provided within the basement. It is noted that the number of future EV charging spaces has increased to 19 which is welcomed.
With regard to publicly accessible EV charging spaces within the pay and display car park, the number of spaces provided (both initial and future provision) is consistent with the previous consent.
The introduction of the additional spiral staircase leading down to the public car parking area seems to conflict with the location of the loading and unloading bay that was identified to serve the building. If this is indeed the case then an alternative area (close to the building) should be identified for loading/unloading purposes.
The applicant has confirmed (through an email) that a total of 99 cycle parking spaces will be provided within the basement area. Such a level of cycle parking provision is considered to be acceptable.
