Highway Authority

Comment Date: Wed 16 Aug 2023

This part-retrospective application relates to the permanent installation of a Portakabin building which will be used as a remote site welfare unit for ambulance crews within Car Park B at Derriford Hospital. The Highway Authority would not wish to raise any in-principle objections to the proposed development.

Whilst the submission details inform that a number of parking spaces will be lost as a result of the proposed development, it is noted that Car Park B has been taken out of operation and not been available for use by members of the public following a fatal accident at the site in 2022. Furthermore, the car park was not included as part of the Trust's Interim Parking Strategy (June 2023) and so is not considered to contribute to the overall parking provision at the hospital currently. At present, there has been no indication from the Trust that there is the intention to bring the car park back into use for members of the public.

The proposed development is not considered to give rise to any additional vehicular movements or parking demand and therefore the LHA would not raise any in-principle objections to the proposals.

Recommendations:

Support
No objection X
No objection subject to appropriate mitigation (as identified below)
Object to application

The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
