Although currently used as a hand car wash site, it is acknowledged that the extant use of the site was a petrol filling station and therefore in terms of traffic impacts it is likely that the former use of the site would have generated more trips into and out of the site than the car rental use hereby subject to this pre-application enquiry. Based upon trip rates derived from TRIC's (for which unfortunately there are only 2 survey sites), the site could be expected to generate around 8 two-way trips during the am peak and just 4 during the pm. Such low numbers of movements would not give rise to any cause for concern from a highway capacity viewpoint (an important consideration for the LHA considering the strategic importance of the A386 in terms of providing access to the north of the City).

One area of concern I do have in respect of this proposal relates to the delivery/collection of cars. With numbers of vehicles on-site at any one time, car transporters are often utilised by car hire businesses for the delivery/collection of hire cars. If this is the case then it is not clear whether or not sufficient space exists within the site in order to accommodate movements by such vehicles? Tracking plans would therefore be required to confirm such. It should be noted that it will not be acceptable for car transporters (or similar) to be loaded/unloaded whilst parked kerbside on Tavistock Road.

I would expect to see some secure and covered cycle parking spaces provided for staff whilst none of the spaces within the car parking area seem to include provision for the charging of electric vehicles? This would need to be addressed in any application forthcoming.
