I have now reviewed the submitted Demolition Traffic Management Plan and whilst the document is almost to a stage where the LHA can recommend approval, there are a couple of points I would like to make which are as follows:

' Reference is made to some particularly large pieces of equipment being delivered to the site by low loader (demolition excavator in particular) which has the potential to cause damage to the existing road surface. I would therefore recommend that there be the requirement for the contractor to undertake a Dilapidation Survey prior to any works commence on-site. The extent of the survey would have to be determined in consultation with the LHA.

' The DTMP refers to vehicles of contractors being encouraged to park on-street along Watts Road. It would be preferable if contractors were not encouraged to park on-site I the residential streets surrounding the site. Instead could consideration not be given to providing some parking for contractors within the confines of the school itself (would it be possible to provide some car parking on the existing playground area)?

Subject to these points being addressed, I would then be able to recommend in support of this prior approval application.

Having read through the various documents submitted, there are no in-principle objection to these demolition works from a LHA viewpoint. However, considering the location of the site within a densely populated existing residential area where considerable amounts of on-street kerbside car parking takes place (which restricts road widths etc), it is recommended that a condition be attached relating to the need for a Demolition Traffic Management Plan.

DEMOLITION TRAFFIC MANAGEMENT PLAN
The demolition works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Demolition Traffic Management Plan (DTMP). The said DTMP shall be submitted prior to the commencement of the demolition works and shall include details relating to the detailed programme of demolition works, details of vehicle movements including number, type and size of vehicles; operation hours; routes being used by demolition vehicles and contractors parking arrangements. The demolition works hereby proposed shall be carried out strictly in accordance with the approved DTMP.

Reason:
To ensure that the traffic impacts associated with the demolition works does not lead to adverse impacts upon the operation of the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
