DEVELOPMENT: Variation of Condition 29 (Bulky goods restriction), 32 (Bulky Goods retail ' no food) and 40 (Bulky goods restriction ' Unit 1) of application 18/01094/S73


Observations:

I refer to your consultation dated 23rd October 2023 regarding the above planning application for the variation of conditions 29, 32 and 40 of the above consent.

The proposal seeks to allow food retail in Unit 1. A Technical Note was submitted and National Highways requested further information in regard to trip generation. Subsequent correspondence has been submitted which demonstrates that the change in occupancy of unit 1 will not generate a significant variation in traffic generation or subsequent parking demand.

This is due to an assessment of trips that will be linked to other uses, pass-by trips already on the network and diverted trips form the nearest supermarket, Sainsburys.

The assessment of trip generation included a comparison of 'edge of town centre' sites which is not appropriate for this location. However, National Highways have undertaken a more appropriate review to which the LHA are content.

The outcome demonstrates that the requested variation will not give rise to any severe changes to the safe and effective operation of the local highway network.
Furthermore, it is understood that the installation of MOVA at Marsh Mills is imminent which should improve capacity and efficiency on the network, in any event.

As such there are no objections to the proposed variation of condition.

The Highway Authority has no objection to the variation of conditions 29, 32 and 40 of planning permission 18/01094/S73
