On the basis that this development is a small, temporary and relocatable facility, which is related to the future development of the CDC proposals, then I have no objection to the proposals.

I assume however that the temporary nature of the development will be defined (i.e. duration of the planning consent)

Historic Environment

There are no in-principle Historic Environment objections to the proposed application. The location is not within a Conservation Areas and the only designated heritage asset that might be impacted by the development is the Grade II Pannier Market (NHL - 1350321).
The impact of the proposal on the Pannier Market is considered minimal and well within the definition of 'less than substantial harm'. The only concern is whether the installation is truly 'temporary', or whether it will be on site indefinitely. Given this concern the proposal is considered acceptable with no recommended condition with the caveat that the installation will be removed as soon as a permanent CT Scanner facility is operational in the Planned Community Diagnostic Centre (CDC)

The proposal is considered compliant with DEV21 of The Plymouth and South West Devon Joint Local Plan NPPF guidance (July 2021) and Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

Recommendation: Acceptable with no recommended conditions

This application is for a modular temporary CT scanner and associated support facilities located within Colin Campbell Court Car Park, Plymouth.

The site is located in Flood Zone 1 and considered to be at a low risk from fluvial and tidal flooding. Surface water flood risk mapping indicates the site is at a low risk from a 1 in 100 year return period event.

The site is located in a Critical Drainage Area where the Environment Agency considers the existing drainage system to be at or close to capacity.

A Flood Risk Assessment and Drainage Strategy has been submitted that concludes the site is at a low risk from fluvial, tidal and surface water flooding. The existing site is described as impermeable with surface water proposed to be discharged using the existing sewerage system. The building threshold is described as being 300mm above existing ground levels.

Following review of the submitted information the LLFA considers the flood risk to or from the property would not be increased and considering the temporary nature of the building, have no objection.

Urban Design

This scanner is supporting the wider development of a portion of the site for the Community Diagnostic Centre which is due to open in 2025.

In the pre-application information for the permanent CDC (23/00951/MOR), three location options for this temporary interim CT scanner building were suggested. The location proposed for this application scheme was described as Option 2. We expressed a concern in our consultation response that Option 2 would seem to prevent delivery of the linking public realm and steps proposal for the application site, that was developed for the previous Cavell Centre / Health Hub scheme. Pedestrian linkages between the proposed CDC building and New George Street and the Market require enhancement, and this site needs to play an important part of this. With this in mind we concluded that Option 3, which proposed placing the temporary CT scanner in the Colin Campbell House rear courtyard, would be our preferred option of the three.

Although our preferred location has not been chosen, we do not object to this application, provided the building is truly temporary and will be removed as soon as the permanent CT scanner facilities in the planned Community Diagnostic Centre (CDC) are operational (and we recommend that this is strongly conditioned). However, we would have preferred this facility to be located to minimise any negative impact on delivery of the wider masterplan.
