The Theatre Royal is a grade II listed building (NHL - 1457337) and within the City Centre Conservation Area (Adopted 2022)

There are no in-principle objections to the proposed installation of district heating equipment and pipework. The proposed location for the PHX interface is discrete, in an area already screened from public view and within an existing service area. Whilst it is difficult to fully appreciate the visual and physical impact of the flow and return pipework, the Additional Details document is helpful confirming that the pipework will be discreetly mounted, use existing service risers and has been well thought out. Connecting the Theatre Royal to a wider district heating system has clear public benefit creating what will hopefully be a more sustainable heating solution for a landmark building within the City Centre CA entertainment quarter. The proposal is considered compliant with the City Centre Conservation Area appraisal and Management Plan, DEV21 of The Plymouth and South West Devon Joint Local Plan, NPPF guidance (July 2021) and Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

Recommendation: Acceptable with no recommended conditions
